Google signs White House Accord on Super Intelligence
Pichai said Google signed a voluntary White House Accord on Super Intelligence with Anthropic, Meta, OpenAI, xAI and Nvidia. It is not a law.
Sundar Pichai confirmed on X that Google joined Anthropic, Meta, OpenAI, xAI and Nvidia on a four-layer text that is not a statute.
On 29 September 2026, Sundar Pichai, chief executive of Google and Alphabet, signed the White House Accord on Super Intelligence at the White House. On X, at 02:25 UTC on 30 September (23:25 on 29 September in Brasília), he wrote: “we signed today the White House Accord on Super Intelligence”. The paper also carries the subtitle Joint Commitment on Frontier Responsibilities; it is one document. It lists four layers of controls for frontier models, the most capable AI systems companies train and put into use. It is not a law.
If you heard “White House” and pictured Congress passing a bill, that is not this. The text asks the labs to police themselves. Pichai and the White House are parties to it. Read their remarks with that discount.
First: what the White House Accord on Super Intelligence is
The accord is a one-page voluntary pledge dated 29 September 2026. A transcript is on the American Presidency Project at the University of California, Santa Barbara. PBS NewsHour republished the PDF. The language says companies “should implement” the layers and does not create a legal duty. The text says the signatories “will meet regularly to establish standards and best practices” and adds that, over time, “it may make sense to codify these steps into laws or regulations”.
Picture a neighborhood pact about locking the doors. The paper describes the pact; the police do not show up just because it exists. In the text, that becomes an outside auditor and a board committee, without naming the auditor, creating the committee, or saying what happens if someone ignores the pact.
Who signed, and who only attended
On the facsimile the signatures are Donald J. Trump; Sundar Pichai (Google); Dario Amodei (Anthropic); Mark Zuckerberg (Meta); Greg Brockman (OpenAI); Elon Musk (XAI, the original spelling); Jensen Huang (Nvidia). Under Trump’s signature, the original reads “President of the Unites States”. USA TODAY noted the error. The White House reposted the document on X on 30 September 2026.
Satya Nadella (Microsoft) and Jeff Bezos (Amazon) were at the meeting, according to ABC News, Forbes, and the Associated Press, and did not sign. Vice President JD Vance and House Speaker Mike Johnson were there as well.
Pichai said Google “has invested hundreds of billions in the last two years alone, with more to come, across the entire stack”. That is a company claim. This newsroom found no 10-K (the annual report a U.S. listed company files with the securities regulator), earnings release, or a split of capex (capital spending), cloud, and AI. As an audited figure, it is RUMOR.
The four layers
The accord asks for four layers from companies that train and deploy frontier models:
- Internal capability and alignment controls covering cybersecurity, biosecurity, and chemical threats, and blocking hacking or unintended access.
- An internal team to check that the controls work and to fix them.
- An independent outside auditor or evaluator.
- An independent board committee to receive reports and make sure problems are fixed.
Pichai also mentioned tests, evaluations, red-teaming (teams that try to break the system on purpose), and shipping only after review. That is what he says the industry needs to do, not an audit that Google already does all of it.
It is not a law
Mike Johnson called the accord voluntary, according to ABC News. After the meeting, Trump told reporters: “I think I’m seeing tremendous self-policing. And they understand that they have to self-police.” He called the text “morally binding” and suggested a committee of about 10 people to “watch over the whole enterprise”, saying he would name someone to oversee it. The makeup, mandate, and date of that committee are not documented. The committee itself is not confirmed as created.
The executive order from the same day
On the same 29 September, Trump signed Executive Order 14434, “Inaugurating The Era Of Super Intelligence”. In the United States, an executive order is a presidential directive that binds the federal government; it is not an act of Congress. Nextgov/FCW wrote that the order came hours after the meeting. EO 14434 tells the executive branch to use “Super Intelligence” and “SI” instead of “Artificial Intelligence” and “AI”, “to the maximum extent permitted by law”. The assistant to the president for science and technology has 60 days from 29 September 2026 to propose legislative definition language. The White House fact sheet that day covers that naming policy, not the company accord.
What we still do not know
This newsroom found no Google blog post beyond Pichai’s X post, and no whitehouse.gov HTML page with the full Accord text. It is unknown whether the accord will go into the Federal Register (the U.S. government’s official journal of rules), whether it will gain legal force, who the outside auditor will be, or whether each signatory has already set up the board committee.
Google signed a voluntary one-page paper. The outside auditor, any penalty for ignoring it, and any legal force are still unknown.
